The National Water Supply and Sanitation Council (NWASCO) established under the Water Supply and Sanitation Act of 1997, is responsible for ensuring the efficiency and sustainability of WSS.
NWASCO currently covers piped water supply and off-site sanitation in urban and peri-urban areas only. On-site sanitation and stand-alone water points are not covered due to capacity constraints however, efforts are being made to develop an appropriate framework to include these aspects.
The Drainage and Latrine Regulations under the Public Health Act (Chapter 295 of the Laws of Zambia), provides for local authorities to regulate on-site sanitation facilities though enforcement is currently inadequate.
